Job Description
Consultancy for a Final Project Evaluation of a BMZ funded project in Far North Region, Cameroon
The Cameroon Baptist Convention Health Services (CBCHS) is implementing the BMZ and CBM funded project “Strengthening the Resilience of Refugees, IDPs, and Host Communities through Improved Access to Health, Education, and Income-Generating Activities in the Far North Region of Cameroon” from February 2023 to December 2026. The project aims to improve access to inclusive health services, education, livelihoods, and social inclusion for refugees, internally displaced persons (IDPs), returnees, host communities, and persons with disabilities in the Far North Region of Cameroon.
Essential Requirements for the Consultancy
The consultant (individual consultant, consultancy firm, or consortium) will work closely with CBM Cameroon and CBCHS throughout the evaluation process and should possess the following qualifications:
- At least five (5) years of proven experience in conducting similar final evaluations of humanitarian and/or development projects.
- An advanced university degree in Monitoring and Evaluation, Social Sciences, Public Health, Development Studies, International Development, disability inclusion or another relevant discipline.
- Demonstrated experience in applying the OECD-DAC evaluation criteria.
- Strong expertise in mixed-methods evaluations, including qualitative and quantitative data collection and analysis.
- Proven experience in evaluating multi-sectoral programmes, particularly in health, education, livelihoods, humanitarian response, and disability inclusion.
- Good knowledge of disability inclusion, gender equality, safeguarding, human rights-based approaches, and the Convention on the Rights of Persons with Disabilities (CRPD).
- Excellent analytical, facilitation, communication, and report-writing skills.
- Ability to produce high-quality deliverables within agreed timelines.
- Fluency in French is required. Knowledge of English and local languages of the Far North Region will be considered an added advantage.

Expressions of Interest shall be submitted by the consultant to CBM (Info.Cameroon@cbm.org) and shall include the following:
- A brief description of the consultancy firm or consultant
- Detailed CVs of the consultant or each proposed consultant
- A clear understanding of the Evaluation terms of reference and a suggested methodology
- Availability of the consultant and a proposed evaluation schedule
- A detailed financial proposal
- Only complete applications will be considered. CBM reserves the right to request references and examples of previous work or evaluation reports during the selection process. They also reserve the right to terminate the contract if the proposed team members are not available at the start of the assignment and no suitable replacements are provided.
All team members, including interpreters and enumerators, must comply with CBM’s or the partner organization’s Code of Conduct, Child Safeguarding Policy, and commit to data security and privacy standards throughout the evaluation.
